In 1993, the Evangelical Church of West Africa (ECWA) approached Dr. Anthony Petrillo about the the need to develop a computer institute. 12 students started the class, Anthony took the students through the materials he was writing, this produced excellent results.

After a year of training 3 out of the 12 became foundational staff and continued to work while Anthony went back to establish an Office (SIM-TEC) in the USA.
